
In the last decade, the great majority of transformation successes experienced by public bodies in Latin America have been achieved through the intensive use of information technologies. Paradoxically, this phenomenon has not attracted the due attention of those who are dedicated to studying the processes of reform of the Public Administration. In this sense, the paper aims to address the issue from the introduction of basic conceptual notions of political science and administration related to change management, since the use of information technologies in public administrations means changing hierarchical structures , rethinking workflows, redesigning processes, reallocating human resources, transferring budgetary allocations, obtaining support and neutralizing resistances.
