School Health Program in Belo Horizonte: Evaluability Study

Abstract:
Context: The School Health Program (SHP) was established in Brazil in 2007. The integration between Health and Education policies, in Belo Horizonte, resulted in actions that directly benefit schoolchildren of the municipal education network. We attempted to conduct the SHP study evaluability in the city of Belo Horizonte, MG, focusing on the integration between the health area and the education area. Methods: Evaluability study based on the six guidelines about the process that should guide this type of study, according to Thurston & Potvin (2003). To ensure the quality of the study, the parameters of the Joint Committee on Standards for Educational Evaluation (JCEE) were used. Results: The selection of external evaluator was favorable; stakeholders were more likely to contribute to the evaluator than to participate actively in the evaluation; the theoretical and logical model was developed based on documents, as well as the evaluation plan, which counted with the gathering and evaluation of evidence through studies, each with its design. The developed model showed in a systematized way the components of the SHP with detailing between inputs, activities, products and expected results. Conclusion: The documents analyzed presented a set of information consistent with the objective of the Program. The SHP in Belo Horizonte is an evaluable program and its evaluation will contribute to the production of knowledge and improvement of the program itself. Descriptors: Evaluation Studies.
