Does higher control contributes to the strengthening of the Rule of Law? An International Review

Abstract

This work identifies if the superior control contributes in the strengthening of the Rule of Law, through statistical analysis for a sample of 78 countries with models of panel data, with the SAIs indicator of the International Budget Association (IBP), which measures the degree of strength of the Supervisory Entities (SAI), as an internal dependent variable; and indicators from the World Bank (WB) and the World Economic Forum (WEF) are used measuring the level of ED in the countries shown for the years 2006 to 2012. The results obtained, which are presented in joint form for the countries analyzed, show that superior control does contribute for the strengthening of rule of law. However, it should be noted that the effects are differentiated in each one, observing cases for which the verification is not possible.

Profesor en el posgrado en la Universidad Autónoma de Tlaxcala. Asimismo, en diplomados de la CEPAL y de los Centros de Estudios de la Cámara de Diputados.

José Adrián Cruz Pérez es Doctor en Administración Pública por el INAP-México, Máster en Análisis Económico Aplicado por la Universidad Pompeu Fabra in Barcelona, Cuenta con el grado de Maestro en Finanzas Públicas por el INAP – México y Economista por la Universidad Juarez Autónoma de Tabasco. Actualmente se desempeña como Subdirector de Evaluación de la Fiscalización Superior de la Unidad de Evaluación y Control de la Comisión de Vigilancia de ASF de la Cámara de Diputados – México. Es profesor de posgrado en la Universidad del Valle de México y ha colaborado como profesor en el INAP – México, en la Facultad de Estudios Superiores de Acatlán de la UNAM, así como en el Centro de Investigaciones Jurídico-Políticas (CIJUREP) de la Universidad Autónoma de Tlaxcala.
