challenges for an orderly, sustainable and resilient process
Abstract
Currently, the State of Mexico is the State most populated of Mexico, official figures from the National Institute of statistics and geography (INEGI), in the year 2015 reflect a population of 15, 175, 862 inhabitants, 12.7% of the more than 119'938, 473 people of all over the country. In this entity Cuautitlán-Texcoco Valley (ZMVCT) and the Valley of Toluca (ZMVT), metropolitan areas are urban agglomerations that over the past three decades have been consolidated as the most of dynamic urban and demographic. The first relates to the sixteen delegations of the city of Mexico, with a municipality of the State of Hidalgo, and 59 municipalities State brings to more than 22 million inhabitants, is regarded today as the nation's largest metropolis; While in the second zone formed by 15 municipalities of the State, approximately 2.3 million people are settled, the rest is distributed in semi-urban and rural localities.This dynamic in the State public administration challenges of singular importance to efficiently meet the demands of a growing population. For that reason, in accordance with the global responsibility that Mexico has taken in the multilateral field, the current Plan of development of the State of Mexico (PDEM) 2017-2023, has been designed from the current and future requirements of the human settlements. In this sense, the present document focuses its attention, in a first phase, in the analysis of the structure and alignment of the main instrument of planning (PDEM) with the objectives of the development sustainable (ODS) of the Agenda 2030 United Nations, starting from the methodology proposed by the Latin American Centre of Administration for Development (CLAD). With this frame of reference and in addition to theoretical contributions and approaches to analyse the process of urbanization, the Territorial Pilar addressed with emphasis on cities and sustainable communities shaft itself comprising sub-themes of management of the territory, accessibility in the city and space, ground and space worthy of room, natural and cultural heritage, and institutional capacities for urban and metropolitan governance. This pillar is intended in the long term, to consolidate an entity characterized by the urban order, sustainability and resilience, as indispensable factors of the modern cities of the 21st century. Finally, establish the institutional challenges for which this instrument will strengthen urban planning and metropolitan governance schemes through an integrated approach, defining the strategic guidelines to be followed in the framework of the sustainable urban development.
