A theoretical approach to the political leadership of mayors in Spain’s local system
Abstract
The purpose of this article is to know the different conditions that must be taken into account when studying leadership and the local political elite in Spain. To do this, a review is made of leadership styles, strategies and constraints that determine the ability of the political class to act in the municipality. A first section is devoted to the analysis of the "presidentialization" of the Spanish mayor, the styles of local leadership existing in Europe and the United States and its connection with the administrative model of the Mediterranean arc, where Spain fits. In the second section, an exposition of the socio-economic profile of the local elite and recruitment methods in Spain is presented. Finally, a theoretical framework is presented that guides the different investigations carried out on the political actors in the municipalism, especially in regard to leadership.
