The GIGAPP (Research Group on Government, Administration and Public Policy) is an academic initiative initially developed in 2009, and firmly supported by top Spanish scholars, students and researchers of the Ph.D Program in Government and Public Administration of IUIOG-UCM. This Ph.D. Program was recently honored by a Distinction of Quality give by Spanish Government, and receives every year not only top Spanish students but also a very important number of Latin-American students. GIGAPP head office is located in Madrid, Spain.

The Third International Congress on Government Administration and Public Policy GIGAPP, held annually, has become the main event of the community linked to the PhD. Program in Government and Public Administration of the University Research Institute Ortega y Gasset, Ortega Marañon Foundation, and for all persons interested in the topics of Government Administration and Public Policy. This is an space open since 2010 to present and discuss new ideas and approaches, experiences and research of quality and cultivate partnerships and creation of networks on the themes on which it is framed.

This event is open to active participation (as presenters or attendees free) of researchers and academics and specialized institutions, graduate students and doctoral students, consultants, government and public policy, management and government officials, representatives of agencies civil society, among others.

Associated with the International Congress, GIGAPP launched last November GIGAPP series GIGAPP Studies / Working Papers as an instrument of disclosure of documents and monographs and topical interest on Government Administration and Public Policy, and has published 17 issues (ISSN 2174-9515).

Under the 2011 International Congress, was a remarkable act the Awards "Young Researchers Joan Prats" intended as a means to keep in mind the path as this beloved as well as respected personallity, as a professor, public servant, consultant, acknowledging the work of junior researchers in the areas of governance, administration and public policy. By 2012 we celebrate the second installment of this award.
